GUWAHATI: The Criminal Investigation Department (CID), Assam Police, on Tuesday arrested the Officer in-charge (OC) of Dhula Police Station, Sub-Inspector (SI) Utpal Bora after collecting adequate evidence that he had taken illegal gratification of Rs 5 lakh for extending undue favour to Krishna Kamal Baruah, the accused in Dhula PS case no. 114/202. Bora was arrested from the CID office in Guwahati after interrogation.

This case was registered on June 12, 2022 against Krishna Kamal Baruah and another person for offences of murder and rape of a 13-year-old girl. Due to certain lapses in the investigation by Dhula PS, Chief Minister Himanta Biswa Sarma, after visiting the house of the victim, had directed that the case to be transferred to CID, Assam for thorough and detailed investigation.

Accordingly, the case was transferred to CID on August 12 and day-to-day investigation was conducted under direct supervision of senior officers. Adequate evidence was collected to prove the offences of molestation, murder, destruction of evidence, attempt to rape under IPC and sexual assault on a minor child under POCSO Act. During investigation, CID exhumed the body and got a second post-mortem conducted, consulted a panel of forensic medical experts, conducted the DNA profiling of the main accused which matched with the fluids on the clothes of the victim. Accordingly, the detailed charge sheet was filed on September 25 against the main accused, Krishna Kamal Baruah, who is presently in judicial custody.

After filing the charge sheet, further investigation was continued by CID, Assam to look into the role of government officials. During this further investigation, evidence of collection of illegal gratification of Rs 5 lakh by SI Utpal Bora came to light. Accordingly, he was arrested in a fresh case registered by CID Assam vide CID PS case No. 20/2022 U/S 120B/420/218 IPC R/W Sec 7(b), (8)(1)(i) of P.C. Act 1988 (as amended in 2018). The bank account statement of the main accused's family, the CDR, tower location and travel history analysis were done in details and after examining all the relevant witnesses, it was proved that SI Utpal Bora had received an amount of Rs 5 lakh in instalments from Krishna Kamal Baruah's family for extending undue favours to him.

Further investigation is going on to examine the role of some other government officials also.
