GUWAHATI: The All Assam Primary TET Qualified Teachers' Association has expressed resentment over the alleged lackadaisical attitude of the State Education Department towards resolving their long-pending issues.

All Assam Primary TET Qualified Teachers' Association president Troilakya Deka said that since 2012, contractual TET teachers have been rendering service in various schools of the State. "It has been a long-pending demand that the services of the contractual TET teachers should be regularized and they should be given benefits at par with regular government employees. The government had assured to fulfill this demand but as yet nothing has been done in this regard. Instead of regularization of services, the government extended the service period of the contractual teachers to 60 years of age," said Deka.

He further said that a notification from the Governor of Assam was published in July, 2020 regarding the steps which the government would be taking for the contractual TET teachers. However, even after two years the Samagra Siksha Abhiyan (SSA) has not implemented any of those steps, he said.

"The contractual TET teachers have not received enhanced Dearness Allowance (DA) and arrear dues since 2019. Moreover, in a meeting with SSA on September 30, 2021, it was decided that the pay structure of the contractual TET teachers would be rectified. However, this has not happened as yet," he said.

The Mission Director of Samagra Siksha, Assam (SSA), in an order issued on September 15, 2022, had asked all District Mission Coordinators of SSA to maintain the service books for Assistant Teachers (Contractual) and State Pool Teachers like regular government assistant teachers. Deka said, "While this is a good move, unless the pay structure is rectified, the contractual TET teachers will continue to be deprived of their actual pay."

The All Assam Primary TET Qualified Teachers' Association has demanded that the pay structure of contractual TET teachers should be rectified. "If we resort to democratic agitation for fulfillment of our demands, the government will be responsible for this," Deka added.
