Gauhati High Court stays appointment of 6 BEEOs; issues notice

GUWAHATI: The Gauhati High Court has issued a notice to the State's Elementary Education Department and the Bodoland Territorial Council (BTC) and also placed a stay order on the appointment of six Sub-Inspectors of Schools (SIs) to the post of Block Elementary Education Officer (BEEO).
These steps have come in response to a Writ Petition filed by 19 aggrieved SIs of schools serving under the BTC authority who submitted that they have been deprived of being appointed as BEEOs in violation of an order passed by the court in an earlier case in 2020. The earlier order of the court had directed the Elementary Education Department to prepare a gradation list on the basis of the merit list in the select list of SIs of schools for their promotion as BEEOs.
The petitioners submitted that they are employees under the Directorate of Elementary Education, Assam, but they are working in the districts of Kokrajhar, Chirang, Baksa, Tamulpur and Udalguri as Sub-Inspectors of Schools under the BTC, which maintains a separate Directorate of Education. The BTC's Directorate of Education prepared a gradation list for promotion of SIs of schools to the cadre of BEEOs, while the State's Elementary Education Department also prepared a separate list.
The petitioners submitted that they have been deprived of due promotion and some other SIs have been unduly selected for promotion to the post of BEEO as a result of discrepancy between the two separate gradation lists prepared in violation of the court's earlier order by the Department of Elementary Education, Assam and the Directorate of Education, BTC.
The notice issued by the court to the Department of Elementary Education, Assam and the Directorate of Education, BTC, is returnable by January 24, 2023.
