Guwahati: The one-member committee of headed by Justice (retired) Aftab Hussain Saikia on the inquiry of Gauhati University's Institute of Distance and Open Learning (IDOL) Scam found the vice-chancellors, registrars and directors of IDOL of that period responsible for the irregularities that took place.
The probe committee has called for action against the vice-chancellors, registrars and directors of IDOL of that period. It said that they were found responsible in their issue-wise findings.
According to a report by the Comptroller and Auditor General (CAG), IDOL of GU was recognized by the Indira Gandhi National Open University (IGNOU), with approval of the Distance Education Council (DEC) in August 2010 for offering eight courses for three years from 2010-11. CAG alleged that the university allowed 23 unapproved courses, which have kept the fate of more than 70,000 students hanging. An amount of Rs. 39.06 crore was collected as the fee from the students for these courses. The CAG report was tabled in the Legislative Assembly of Assam.
Earlier in the CAG report, it said 21 unapproved courses were offered, however, the committee found out it to be 23 unapproved courses.
The one-member committee stated in their report that all these unapproved courses were offered with "the knowledge of the then VCs (GU), directors of IDOL and registrars (GU) and the actions taken by them in continuing the unapproved courses were not justified".
The report stated all of them to be responsible for the scam. They have, therefore, recommended the university administration to approach the State government for taking proper action against the ones who are found responsible.
The need of the hour, as per the committee, is a proper investigation by an appropriate investigating agency.
