GUWAHATI: Though the filing of UCs (utilisation certificates) of NEC (North Eastern Council) developmental funds has improved in the recent past, Assam is still required to submit UCs of Rs 15.89 crore and spend Rs 24.66 crore. Thus, the amount of the pending UCs and the unspent fund of the state totaled Rs 40.55 crore. The overall pending UCs from the eight north-eastern states and other agencies amount to Rs 197.90 crore. The statistics of DoNER as of June 30, 2023, have revealed this.

According to the statistics, since its inception in 2004–05, NEC has released Rs 1340.98 crore for Assam for various development projects. The state government utilised Rs 1316.32 crore of the amount. The filing of UCs for NEC funds in Assam has been poor in the past few years. However, the situation has improved a lot recently, and as of June 30, 2023, 22 UCs worth Rs 15.89 crore are pending. The unspent NEC fund of the state amounts to Rs 24.66 crore.

The DoNER statistics have also revealed the pending UCs of the other northeastern states as well, with the breakup being: Rs 15.55 crore involving 13 UCs of Arunachal Pradesh; Rs 36.75 crore involving 10 UCs of Manipur; Rs 28.75 crore involving ten UCs of Meghalaya; Rs 37.38 crore involving eight UCs of Mizoram; Rs 9.40 crore involving three UCs of Nagaland; Rs 21.42 crore involving six UCs of Sikkim; Rs 13.41 crore involving ten UCs of Tripura; and Rs 19.35 crore involving 22 UCs of other agencies of the region. The total unspent NEC fund in the Northeast is Rs 584.71 crore.
