GUWAHATI: Independent MLA Akhil Gogoi on Tuesday brought up the Udalguri encounter incident in the House. In this incident, it was alleged that wanted dacoit Kenaram Basumatary was killed in police firing. However, later it was claimed that the deceased was not Kenaram Basumatary but one Dimbeswar Muchahary. To confirm the claim, DNA tests were also done. MLA Akhil Gogoi, while moving a private member motion, said that Dimbeswar Muchahary’s family had not got justice. He said that there should be an independent inquiry, an independent FIR and a magisterial inquiry into the incident. He also said that action should be taken against the police personnel involved in the firing incident, the victim’s family must be given compensation, and either the CBI or an acting judge of Gauhati High Court should probe the incident.

On behalf of the State Home Minister, Parliamentary Affairs Minister Pijush Hazarika said, “On February 24, 2023, Rowta Police received specific information that dacoit Kenaram Basumatary was planning a robbery in a house. The police were waiting for him outside the house. Two persons came on a bike which did not have any number plate. They fired at the police personnel. The police also had to fire in retaliation. In the firing, one dacoit and two police personnel were injured. They were taken to Udalguri Hospital where the doctor declared the dacoit as brough dead.

“A family came forward and identified the deceased person as Kenaram Basumatary and took his body. Later after the deceased person’s photographs were published, another family came forward and claimed that the deceased person was Dimbeswar Muchahary. The CID is probing the incident. After the CID gives its report, the government will take necessary action.”

The minister further said that it was not clear whether the deceased person was innocent or not. “Local people and police have claimed that there are several robbery allegations against the deceased person and many cases are also registered against him. We are waiting for the CID to conclude its probe and submit the report,” he said.
