Writ Petition in Gauhati High Court alleges anomalies in APSC's CCE 2015

GUWAHATI: The Assam Public Service Commission (APSC) is once more in the spotlight for the wrong reasons, this time because an unsuccessful candidate of the Combined Competitive Examination (CCE) of 2015 has moved the Gauhati High Court and alleged that he was deprived of appointment to the post of Labour Inspector due to anomalies in the evaluation process.

The High Court has consequently issued notices to officials of the APSC, the Commissioner and Secretary of the Personnel (A) Department, the Labour Commissioner and the Commissioner and Secretary of the Finance Department.

One Kishore Kalita, a resident of the Dhemaji district who had appeared in the CCE 2015 as an ST (Plains) candidate, has submitted via a Writ Petition (5335/2022) that he had successfully completed the preliminary, mains as well as the interview test of CCE 2015, but his name did not figure in the list of selected candidates when the results were declared.

Kalita stated that he had subsequently filed an RTI query and found some anomalies, the first of which was that he had obtained the cut-off marks of 901 that was fixed for ST (P) candidates. Secondly, Kalita has alleged in his Writ Petition that he was not given any marks for a particular question (No 6 (d)(v) in the English subject despite having given the correct answer. Thirdly, the invigilator concerned had cancelled the marks given to Kalita on two occasions without affixing his/her signature, which was in clear violation of Rule 56 of the Assam Public Service Commission (Procedure and Conduct of Business) Rules, 2010.

The petitioner has averred that had he been awarded marks for his correct answer in the English paper, then he would surely have been selected for the post Labour Inspector. Hearing of the matter will resume in September.
