GUWAHATI: Assam Governor Gulab Chand Kataria chaired a meeting with the key officials of the Finance Department of the State in the presence of the Finance Minister, Ajanta Neog, and took a briefing of the works of the department at Raj Bhavan on Friday.
During the meeting, Finance Minister Ajanta Neog informed the Governor about various initiatives undertaken by the Finance Department, emphasizing the department’s commitment to expedite transformative changes for the overall development of the state. Additional Chief Secretary of the Finance Department, Samir Kumar Sinha, delivered an extensive presentation covering a wide spectrum of the department’s activities. This encompassed a comprehensive presentation of the current year’s budget along with the preceding three years’, with a breakdown showcasing allocation and utilization figures. The presentation also featured the key performance indicators of the Finance Department, along with a comparative analysis of Assam in relation to other states in India. Attention was invited towards elucidating major state-sponsored schemes implemented by the Finance Department. Moreover, the additional Chief Secretary apprised the Governor of various crucial financial aspects, including GSDP per capita income, own revenue collection (tax revenue and non-tax revenue), own tax to GSDP ratio, share of central taxes received from the Government of India, grants-in-aid received from the Government of India, revenue expenditure, interest payment to revenue receipt, capital expenditure, revenue deficit, debt to GSDP ratio, and fiscal deficit. He also provided insights into the Assam Tea Industries Special Incentive Scheme, 2020 (ATISIS), and the Assam Microfinance Incentive and Relief Scheme (AMFIRS), 2021.
The Additional Chief Secretary also informed the Governor about the vision of the finance department for Amrit Kaal. He informed that the vision has three key priorities: inclusive growth and job creation, leading to Atmanirbhar Assam. There are ample opportunities for citizens with a focus on the improvement of infrastructure, especially in rural areas, and improving the investment climate. The vision for Amrit Kaal is characterised by Ashtadash Mukutar Unnoyonee Mala, as announced every year in the budget speech.
The governor emphasised the pivotal role played by the finance department in the state’s growth and development. He underscored the necessity for the Finance Department to collaborate effectively with all other departments to ensure seamless execution of development and welfare activities across the state, benefiting the people of the state, stated a press release.
