GUWAHATI: Leader of Opposition Debabrata Saikia wrote a letter to Chief Minister Himanta Biswa Sarma urging him to finalize the dates for the winter session of the Assam Legislative Assembly (ALA).
In the letter, Saikia said, "The Governor’s Secretariat has not yet published the schedule of the annual winter session of the ALA. A proposal regarding fixing the date for the winter session was sent to the government of Assam by the Speaker of the Legislative Assembly, and also a proposal was sent to the Governor."
"We know that the ALA Secretariat sent a proposal to the State Government to hold the ALA winter session in Kokrajhar and to fix a date for it. As the state government did not approve this proposal, the ALA Secretariat did not receive any notice regarding it from the governor. If there are any technical difficulties in organizing the winter session in Kokrajhar, then approval should have been sought from the governor of the state to organize the session in Dispur. But, unfortunately, the state government could not do it. Instead of that, the state cabinet has already decided to hold the budget session on February 6, and this decision has been made public," the letter further stated.
"The legislative assembly session should be held as per the rules and regulations of the Constitution. As per parliamentary tradition, there should be three sessions every year, including the budget session, summer session, and winter session. In 2018, an all-party meeting was held under the presidency of former ALA Speaker Hitendra Nath Goswami, who decided that every year three sessions would be held in the state legislative assembly," the letter added.
The letter also urged the Chief Minister to finalize the date of the winter session of the assembly and take all necessary measures to ensure that the work is done in accordance with this decision.
