GUWAHATI: Nilotpal Deka, Deputy SP of Chief Minister's Special Vigilance Cell lodged an FIR at the Vigilance Police Station against Thanuram Bhuyan, the then Principal of Sissiborgoan College, Dhemaji for allegedly misappropriating an amount of Rs. 50,00,000 which was sanctioned by the State government as infrastructure development grant to the college.
The Chief Minister had initiated an inquiry after Sanjeeb Saikia and Rupjyoti Sonowal of Dhemaji alleged that Bhuyan had misappropriated the funds that were sanctioned in the year 2016-17. The amount was credited to the SBI A/C No. 36224664279 of Sissiborgoan College. According to a release, Bhuyan had withdrawn the sanctioned amount from the said account but could not produce any document/voucher regarding the expenditure made by him.
As per FIR a case was registered at Vigilance PS vide case No. 02/2018 U/S 120(B)/409/420/468 IPC R/W Sec 13/(2) PC Act 1988, dated 24/09/2018 against Bhuyan. During investigation sufficient documentary and material evidences were found against the accused that he has misappropriated more than Rs. 38 lakh by submission of fake vouchers/bills out of Rs. 50 lakh which was sanctioned by the State government. The investigation revealed that only the plinth of a classroom was constructed out of the sanctioned amount.
After completion of investigation, on October 22, 2020 the case was returned in charge sheet against accused Bhuyan vide SVC PS charge sheet No 04/2020 dated 27.10.2020, the release said.
