GUWAHATI: A delegation of the opposition party of the state met Assam Governor Gulab Chand Kataria and urged for his intervention to exercise an order for a judicial or retired High Court Judge in lieu of a CBI inquiry into the whole incident of Lady Police Officer Junmoni Rabha’s death. In this regard, the political parties submitted a memorandum. In the memorandum, it stated … “After declaring a CID inquiry by the Assam Government to inquire into the mysterious death of Junmoni Rabha, the way it is going on is not at all to the expectation of the public. The names and numbers of senior police officers and a racket on fake gold smuggling are linked to this death incident. Consequent upon wide-spread protest and agitation across the state demanding immediate investigation to bring to book the culprits, the Assam government declared that it would hand over the case to the CBI for inquiry, but despite that, the CBI has neither declared its acceptance of the case nor started the inquiry. From a careful analysis of the track record of CBI’s productivity in the inquiries of different cases in the entire country, it is evident of an inordinate delay in the completion of the inquiry, submission of findings, and charge sheet.

The prolonged delay of trial in court after the filing of the charge sheet ultimately dilutes the case as justice delayed is justice denied. Apart from this, there is a question mark over the impartiality of the CII in view of political interferences in the CBI during the rule of the present Central Government. There is a shameful lapse and total negligence on the part of the government’s efforts to unearth the real facts and miserably fail to nab the culprits who cleverly planned the sensational murder of Junmoni Rabha. It has been revealed that the government is deliberately putting this serious issue in its backyard and attempting to envelop the entire episode in deep mystery. It is pertinent to mention that frequent encounters in the state, even without sparing police personnel, prove that the government is running a fragile administration due to which law and order in the state are deteriorating unexpectedly. This is a matter of great concern for all.

The disturbing facts that have emerged post-Junmoni’s death paint a gloomy picture of the functioning of the police administration in our state. It seems that the police force itself is becoming a lawless institution. It doesn’t bode well for democratic politics. We therefore cannot remain oblivious to this larger picture that has emerged. In our view, such lawlessness in the police establishment is directly linked to the promotion of fundamentally flawed acts like encounter killing, bulldozing, etc.”

The delegation team consisted of Debabrata Saiki, leader of the Assam Congress Legislative Party (ACLP), Deputy Leader (ACLP) Rakibul Hussain, President Trinamool Congress Ripun Borah, and Ajit Kumar Bhuyan MP. Representatives of Assam Jatiya Parishad, Aam Aadmi Party, Assam, Nationalist Congress Party, CPI, Raijor Dal, CPI (ML), CPI (M),, Janata Dal (U), RJD, and Jatiya Dal were also present.
