GUWAHATI: Education Minister Dr. Ranoj Pegu has clarified his position regarding the regularization of jobs of contractual teachers under Samagra Shiksha Assam (SSA) and state pool teachers and also confirmed that the regularization process will be based on the Financial Rules.

Dr. Ranoj Pegu said, "The regularization of jobs will be in accordance with the financial rules of the state, and the span of an employee's job will be counted from the date of the regularization of his job. However, the contractual teachers of the state do not want this rule to be followed in the case of the regularization of their jobs. They want to get the existing facilities, like pay protection, under the context of the government. But the financial rules do not have any mention of pay protection in the regularization of jobs."

Pegu further said, "The teachers are appointed in 2012 as contractual teachers, and since then they have been demanding regularization of their jobs. But the appointment cannot be backdated. As per government regular appointments, there is no such case of backdated appointments. So, to regularize the jobs of contractual teachers, it should go as per government rules."

"From the day when a school is provincialized, the span of work for teachers and employees is counted for that day itself. For instance, in 2021, the schools were provincialized as per the rule of the Assam Education (Provincialization of Services of Teachers and Re-Organisation of Educational Institutions) Act, 2017, so the teachers' and employees jobs were also counted from that day itself. The provincialization process is the same as that of regularization and so there cannot be separate rules for both processes, which is also not allowed as per law," Pegu stated.

Pegu added, "The contractual teachers were appointed for only 11 months. The then Education Minister, now Chief Minister Himanta Biswa Sarma, almost regularized the jobs of the contractual teachers, but they were not eligible for pensions or any family benefits. These contractual teachers have been demanding the regularization of their jobs for a long time. And now the government has decided to regularize their jobs as per rules."

It may be mentioned that the contractual teachers have been demanding unconditional regularization of their posts with pay protection. There are 25,500 contractual teachers under the SSA and 9,500 contractual teachers under the state pool.
