GUWAHATI: The Assam Government has issued an official notification to enforce the MV Act, 2019 which stipulates imposition of hefty fines on various offences committed by drivers.
In continuance with the strict compliance of the Act, city police fined Rs 84,000 from 77 different cases on September 24 while Rs 94,500 was collected from 106 cases on September 25. The Motor Vehicle (Amendment) Act, 2019 was implemented on September 24 in the State and on the very same day, a hefty amount was collected.
An official communiqué issued by the State Transport department on Monday evening mentioned eight offences with the amount of fines. An amount of Rs 5,000 will be imposed as fine for driving without licence followed by Rs 5,000 for racing and trials of speed, Rs 10,000 for violating air & noise pollution, Rs 1,000 for not wearing seat belt by driver or passenger, Rs 1,000 for carrying children below 14 years without safety belt/child restraint system, Rs 1,000 for riding more than two persons in two wheelers, Rs 1,000 for riding without helmets by both driver and pillion and Rs 10,000 for not providing way for emergency vehicles (Fire Service or Ambulance). Using mobile while driving will attract a fine of Rs 5,000 followed by Rs 10,000 driving vehicles during disqualification/suspension, Rs 2,000 for driving LMV with excess speed, Rs 5,000 for using vehicle without registration & fitness certificate, Rs 200 per extra passenger in transport vehicle, Rs 20,000 for overloading goods vehicles and Rs 500 for travelling without ticket. Sources in the State Transport department said the stricter rules have been implemented to imbibe a sense of responsibility among citizens as it could lead to a reduction in the number of traffic rule violations in the country. Guwahati DCP traffic Prasanta Saikia said, “The Act is implemented to ensure road safety and lesser road accidents. Whoever violates the conditions of the Act, be it a civilian or the police themselves, will have to face the brunt of the penalties.”
Meanwhile, DTO Kamrup (M) Bapon Kalita said, “We are holding stringent checking to ensure that the traffic rules are followed to the dot. This is for the safety of the public and we will not lenient with anyone, whoever it might be.”
An awareness programme will soon be organized to make people aware about the MV Act and the conditions under which they might be fined.
