In the order, the district magistrate specified additional actions to be undertaken during the curfew time.
Inter- and intra-movement of people to and from Shillong Urban Agglomeration is prohibited. Vehicles operating without passes will face severe fines. Anyone who disobeys directives is subject to arrest, stated the notification.
Construction activities on-site are permissible with the consent of the DC's office but inter-village labourer mobility will be prohibited. However, political, public, social, and religious gatherings, such as conferences, meetings and trainings, weddings, and athletic events, are not authorised.
The order goes on to say that only informed national and state government offices with a few staff are permitted to open. All banks and post offices are permitted to open with limited staff.
Funeral gatherings must be limited to 10 people and must be approved in advance by the deputy commissioner's office, stated the order.
In rural regions beyond the Shillong Urban Agglomeration, however, a night curfew would be imposed from 7 p.m. to 5 a.m. from June 14 to 21.
Agricultural and MGNREGA activities are also authorised. The opening of essential and non-essential stores would be regulated by the respective Sub Divisional Officers (C), Block Development Officers, and CCMTs.
According to the directive, the Sub Divisional Officer (C) in Pynursla and Sohra may authorise public transportation (local taxis only) inside the Sub-Divisions for movement at 30 percent strength and only on days of business opening and/or major functions.
The SDO (C) concerned shall control international commerce in consultation with the signatories.
Ram Singh, West Garo Hills District Magistrate issued an order on June 12 enforcing the district's containment measures from 5 a.m. on June 14 to 5 a.m. on June 21, with the same prohibited and permitted activities as in the previous order issued on 30 May.
The order states that the opening of essential commodities shops in Tura Main Bazar areas will continue to follow the previous order, while in other parts of the district, these shops will open from Monday to Friday from 8 a.m. to 1 p.m., and non-essential shops can open on Tuesday and Thursday from 8 a.m. to 1 p.m.
Vehicle movement will continue to obey the odd-even norm, and all non-essential movement is discouraged, as will intra-district public transportation. Those who violate the movement norms or provide fraudulent self-declaration will face legal consequences, according to the directive.
The directive further said that, in addition to the weekend lockdown on Saturday and Sunday, the regular curfew from 2 p.m. to 5 a.m. will remain in effect in the district.
