The accused driver has been recognized as Harish Chandra, a 47-year-old man, who was in an intoxicated condition and has been taken into prison.

NEW DELHI: Delhi Police on Thursday stated that the chief of the Delhi Commission for Women (DCW) Swati Maliwal was dragged by a car for 15 meters. The barbaric incident occurred after the DCW chief's hand got trapped in the car's window as the drunk driver promptly pulled up the window glass during the time when she was shouting with distress as he told her to sit inside his car.

The accused driver has been recognized as Harish Chandra, a 47-year-old man, who was in an intoxicated condition and has been taken into prison. FIR has also been registered. A medical examination of the wrongdoer and victim was conducted. The incident happened when Maliwal was with her team standing on a footpath at the said location, said police officials.

The DCW chief told the police that at around 3.11 am, Harish Chandra drove up to her in a Baleno car and coerced her to get inside. He was massively drunk, she alleged. Maliwal claimed that she was harassed and when she refused to go with the drunken driver, the man drove off taking a U-turn and returned to the narrow parallel lane.

When he endeavored to force her to cooperate with him in the car, she reached into the window to seize him yet he allegedly put up the window trapping her hand. He kept driving, dragging Maliwal along for 15 meters before she freed herself. The arrested man's car has now been seized.

Earlier in the previous week, a day after the Union Home Ministry directed Sanjay Arora, Delhi Police Commissioner to suspend all personnel assigned along the route where 20-year-old Anjali Singh was dragged and murdered resulting in the suspension of 11 concerned policemen for negligence.
