NEW DELHI: Mizoram Chief Minister Pu Zoramthanga wrote to Home Minister Amit Shah, pleading with him to change the centre's directive and replace the state chief secretary who does not have a functioning grasp of the Mizo language. In lieu of Renu Sharma, the Chief Minister has proposed that Additional Chief Secretary JC Ramthanga be designated the next chief secretary.
"I asked my current Additional Chief Secretary JC Ramthanga (Manipur Cadre) to be the next Chief Secretary when my Chief Secretary Lalnunmawia Chuaugo of Gujarat Cadre retired. Renu Sharma, however, has been appointed as the new Chief Secretary by the Home Ministry", according to the Mizoram Chief Minister.
Renu Sharma, an AGMUT cadre IAS officer from the 1988 batch, was named Chief Secretary of Mizoram by the Centre on October 28 and will begin office on November 1.
The Mizoram government also ordered JC Ramthanga to take over as chief secretary on November 1, making Mizoram the first state in the country to have two chief secretaries.
"The Mizo people, for the most part, do not comprehend Hindi, but none of my Cabinet Ministers do either; some of them even struggle with English. With such a background, a Chief Secretary who does not understand a functioning standard Mizo language would never be effective or efficient", in his letter, the Chief Minister stated.
"Since the foundation of the state of Mizoram, the Government of India has never appointed a Chief Secretary who does not understand the functioning standard of Mizo language. This has been a tradition since the inception of Mizoram State, whether under the UPA or the NDA government at the Centre. It is a well-known truth that in other Indian states, a Chief Secretary who does not even understand the state's fundamental working language is never placed "Added the Chief Minister.
