ITANAGAR: The All Nyishi Students' Union (ANSU) has sought structural reforms in the Arunachal Pradesh Public Service Commission (APPSC) examinations which are to be implemented before the conduct of any state civil examinations in the coming days.
Addressing reporters at the press club here on Saturday, ANSU president Nabam Dodum warned the Commission not to announce any new examination-related proceedings to be initiated without redressal of the Union's charter of demand within 25 days from the date of receipt of the representation.
He said the union demands a Permanent Residential Certificate (PRC) be made a mandatory prerequisite for the examinations, stating that the APPSCCE 2020 had witnessed a total of six non-APST candidates clear the examination acquiring entry into the state's administrative structure.
"This is a matter of concern as the development has opened a floodgate for all aspirants from the entire country to appear in state examination, which is a threat to the APST candidates," he added, stating that the role of the commission is extremely critical in protecting the indigenous interest of the state on various fronts, socio-economic and geopolitically.
He said there has not been a topper from outside the state in the State Civil Service Examination in any of the Northeastern states other than Arunachal Pradesh to date, as the rest of the northeastern states do not allow outsiders to appear in the examination and the same should be practised in the state.
The union also demanded the immediate revoke of clause 2(iii) of the Commission's office memorandum (OM) No. AR-23025/2/2022 SECT-1-AR/203 dated 10 June 2022 by issuing a corrigendum stating mandatory compliance of 1:3 ratios, so as to uphold the sanctity of a competitive examination.
The State Department of Administrative Reforms has recently issued the OM-2022 which states that in case the number of candidates with at least 33% marks in each paper is less than three times the number of vacancies, all candidates securing 33% marks in each paper shall be called for the viva-voce test.
He said the partially modified OM-22 blatantly contradicts the very objective of the OM No. 54/2006 dated 7 January 2008 (Annexure 'B'), which prescribes the procedure of selection of candidates for appearing in the viva-voce test for all examinations for appointment of Groups A, B and C services under the state government.
He also informed that the union demanded to review and revise the Physical Standard Test (PST) and Physical Efficiency Test (PET) for the Arunachal Pradesh Police Service, transparency in the Right to Information (RTI) framework by making it accessible to answer scripts of candidates.
The other demands of the union include the set-up of a 'Dedicated Appraisal and Grievances Redressal Cell' to address any examination-related issues within 30 days' time, the inclusion of regional topics and the immediate official response to the previous demands of the union placed vide representation No. ANSU/APPSC/CM/2021-05 dated 9 September, 2021.
The union also said that in order to make the recruitment process fair, transparent and free from any form of prejudices, the chairman and members of the APPSC must be a former retired Civil Servant of the state, and members must have at least 10 years of experience under central or state government.
