ITANAGAR: Union Minister Kapil Moreshwar Patil on Tuesday informed that the Survey of India (SoI) will soon ink a Memorandum of Understanding (MoU) with the Arunachal Pradesh government for undertaking a survey in the state for implementation of the SVAMITVA scheme.

The Survey of India, as the technology partner will take steps for survey of inhabited rural land by drone technology as well as establishment of ground based control stations so as to enable detailed spatial database of properties in rural areas in the state, the Union Minister of State for Panchayati Raj told reporters here.

Patil, who arrived in the state on Tuesday morning, reviewed all the central schemes being implemented in the state under the rural development, panchayati raj and Arunachal State Rural Livelihood Mission (ArSRLM). The SVAMITVA scheme was launched on pilot basis on April 24, 2020 on the occasion of National Panchayati Raj Day and was rolled out across India on April 24 next year, by Prime Minister Narendra Modi.

The scheme is a reformative step towards establishment of clear ownership of property in rural inhabited areas, by mapping of land parcels using drone technology and providing ‘Record of Rights’ to village household owners with issuance of legal ownership cards (Property cards/Title deeds) to the owners. The scheme covers multifarious aspects - facilitating monetisation of properties and enabling bank loan; reducing property related disputes; comprehensive village level planning, would be the stepping-stone towards achieving Gram Swaraj in true sense and making rural India atma nirbhar.

“Within the next five years the Survey of India will distribute property cards to the people of the state,” the minister said. Patil further informed that the central schemes implemented in the state were progressing satisfactorily.

Lauding the state government for successful implementation of the Pradhan Mantri Awas Yojana (PMAY), the minister informed that out of the targeted 36,000 houses, 22,000 houses were completed while the remaining 14,000 would be completed soon after release of funds from the Centre.

“The Centre has sanctioned over Rs 300 crore under the 15th Finance Commission of the state under PMAY with 60:40 ratio of central and state shares,” Patil said and added that adequate fund had been provided to the state under Rashtriya Gram Swaraj Abhiyan (RGSA).

The RGSA aims at strengthening the capacities of institutions for rural local governance to become more responsive towards local development needs, prepare participatory plans leveraging technology and efficiently utilize available resources for realizing sustainable solutions to local problems linked to sustainable development goals (SDGs), he said.

“Under ArSRLM, I have suggested the state government to help women self help groups for cultivation of turmeric and kiwis as majority of the people are switching towards kiwi cultivation,” Patil said adding, efforts should be made to brand kiwi as the state fruit.

“As many as two crore women were involved with SHGs in the country but today the number has increased to over eight crore after Narendra Modi came to power at the Centre in 2014,” the minister pointed out. Responding to media queries regarding improper implementation of central schemes, the minister said that earlier, the system was not up to the mark but now things have been changing significantly.

“Earlier, the benefits of central schemes hardly reached the beneficiaries. With the BJP-led NDA government taking the reign of the country the situation improved drastically. The focus of Prime Minister Narendra Modi is on the development of the northeast,” he said. The central government is trying to curb corruption at all levels despite various challenges, he added. Patil appealed to the panchayat leaders of the state to work dedicatedly under the ambit of nine SDGs for real development of the villages.
