ITANAGAR: The Arunachal Pradesh government, on Friday, clarified that the request made by the Arunachal Pradesh State Commission for Women (APSCW) for considering taking up the 'Arunachal Pradesh Marriage and Inheritance of Property Bill-2021' in the ensuing Assembly session from August 27 next, will not be tabled without due consultations with all stakeholders.

A delegation led by APSCW Chairperson Radhilu Chai (Techi) met Chief Minister Pema Khandu recently and requested him to consider tabling the Bill in the House. "It must be made very clear at this stage that while the Commission has titled it as 'Arunachal Pradesh Marriage and Inheritance of Property Bill, 2021' yet this is a draft proposal/recommendations. This proposal does not qualify as a Bill. Till such a time, the due procedure will be followed to elevate the proposal to the Bill," Government Spokesman Bamang Felix told a press conference here Friday.

He added that the proposal needs to be approved by the Minister concerned and also the government. Thereafter, it will have to be examined thoroughly by the Law department, which would assess the proposal clausewise.

"Then the Cabinet shall deliberate upon the relevance and consequences of such examined proposal; and if agreed upon by the Cabinet, the proposal shall be qualified as a Bill, which will be tabled in the Assembly for further debates and discussions. Consequently the fate of the Bill will be decided as per the government procedure," pointed out Felix. He also added that it would not be appropriate to label these proposals as a Bill at this stage as the draft submitted is at a very nascent stage.

The spokesman further stated that if the government decides to take up any such matter, before starting of any process, wide consultations with all stakeholders including CBOs (Community-based organizations), civil societies and intellectual, to deliberate on the pros and cons would be done.

"We are all witness that decisions on important social issues are always taken by engaging the CBOs and civil societies and intellectuals and other stakeholders," said Felix, who also holds the Home portfolio. He clarified that the proposals have been drafted by the APSCW at its own volition, without any consultation with the State government. He added that the government was unaware of any such draft proposal being penned down; and came to know about its existence only when the draft was submitted.
