The public of the Russu Panchayat has appealed to the Rural Works Department (RWD), as well as the executing agency M/s PD Construction, to follow the guidelines and DPR for the quality PMGSY road construction from Nimte to Longpak (stage-II).

The public also demanded early completion of the office of Executive Engineer, RWD, Sagalee, which has been never started till date despite free land and grants sanctioned in the year 2018-19.

Addressing the media at the press club here on Friday, a youth from the Panchayat area, Taba Luke, said that the work under stage-I of the PMGSY from Nimte to Longpak has been completed. However, the work executed under the Stage-II is not satisfactory and has violated the PMGSY guidelines.

He said that the black topping of the road is of low quality, to which the department has also objected and instructed to redo the work. Surprisingly, the contractors have failed to follow the instructions of the department, due to which the road is in a pathetic condition till date.

He said that the public of the area is not concerned over who the contractor is, but is serious about poor quality of work. Even the drainage and culverts are built randomly, according to their own idea and not following the DPR.

"The EE N Nyodu along with the contractors and villagers visited the area in the year 2021. The engineer expressed his displeasure over the poor quality of work and accordingly instructed for re-carpeting of the road. However there is no positive response from the department as well as the executing agency," he said, adding that the public is suffering due to the poor quality of road work.

Highlighting the delay in the construction of the office of Executive Engineer with an estimated cost of Rs 1 crore, Luke said that according to the information sought through RTI Rs 65 lakh has been utilized so far, but there is no physical work seen on the ground.

He said that 23,400 sq m of land at Yodir Hapa under Meb village was donated for the construction of an office building. The land was donated without any compensation, but till date there is no structure in the area.

"But the information through RTI clearly indicates that Rs 65 lakh has been already sanctioned by the Government. It also indicates that there is huge corruption and illegality in the construction of the office building," he said, appealing to the Minister concerned to look into the matter and accordingly commence the work for the welfare of the public of the area.

Recently, the youths filed an RTI to seek other details on the matter, but due to the lack of a permanent officer of the department, the information is yet to be received.

"We hope for a positive response on the information sought by us by the department. In the meantime, the department should inquire over the matter and immediately start the work of the office construction," he added.
