Security forces scan role of Arunachal Pradesh Deprived People’s Front, nab 2 kidnappers

CHANGLANG: Changlang Police team headed by SP Changlang, Romil Baaniya, Army - officers and troops of the Innao COB of Chowkham Batallion with inputs of Local Intelligence Team, Changlang nabbed two main accused criminals in connection with the kidnapping, on Sunday.

Changlang SP informed that the persons identified as Boksu Chakma and Sikko Chakma were arrested in connection with the kidnapping of Kashyap Boruah — an employee of ‘Udpita Energy Oil Company’.

Providing details, the SP said that the incident happened at around 6 pm on April 1, 2019. Boruah was travelling with the driver of an ambulance vehicle of the company between the rig site and the office area in Innao at Maitripur in Diyun Circle. The vehicle was stopped by two unidentified persons in a camoflagued dress. Subsequently, the two-person wielding arms abducted Boruah.

“They (kidnappers) told Boruah that they belong to an insurgent outfit and had kidnapped him for ransom. Accordingly, on receipt of the complaint, a case was registered at Diyun Police Station and investigation of the case was initiated giving top priority to the safe release of the abducted person,” the SP informed.

Initially, the kidnappers had demanded a sum of three crore of rupees as a ransom to release the abducted person. After negotiation with the company management, the ransom amount was reduced to forty lakh of rupees, which was later delivered to the kidnappers on April 29 in the Sukha Nallah area by the company management.

The SP added that after the safe release of Boruah, the operation to nab the kidnappers and to recover the amount paid as ransom was launched. He said that all locations used as shelters and the persons suspected to be involved in facilitating and supporting the kidnappers were raided based on the local intelligence inputs leading to the arrest of two main accused along with eight other persons who had helped them in committing the crime.

The raid was conducted in 10 different locations in deep jungles and villages. A total amount of Rs 28,19,000 was recovered; out of which Rs 40 lakh was the ransom amount.

He also informed that arrested persons were involved in several other heinous crimes and cases were registered under Eastern Range. “One of the main accused — Raj Kumar Chakma fromTripura — is at large and is suspected to have fled to Tripura with some cash out of the ransom amount,” the SP said, adding that efforts are on to nab him at the earliest.

“Some of the accused are key members of the Arunachal Pradesh Deprived People’s Front (APPDPF) headed by Nake chakma. APPDPF is an insurgent group in Eastern Arunachal Pradesh formed in the year 2014-15,” the SP added.
