Assam: Government has imposed stringent SOPs for the Buffalo and Bulbuli fights during Bihu

ASSAM: The Assam government has established strict Standard Operating Procedures (SOPs) to ensure the prevention of animal cruelty during traditional buffalo and bulbuli bird fights, in anticipation of the upcoming Bhogali Bihu celebrations. According to the new regulations, buffalo battles can only take place in places where such events have been held for a minimum of 25 years. The duration of combat is limited to ten days commencing from January 15 up until January 25, 2024 and fights must be restricted between the hours of 7am to 4 pm.

The protection of the well-being of buffaloes that take part in these events is a top priority for the organizing committees. To ensure their health and safety, essential amenities including food, water and restrooms (sunshades) must be provided. Emergency medical teams belonging to the animal husbandry department will also be stationed at battle locations to offer quick access to vital veterinary care if needed. Furthermore, organizers are required by law to produce video footage which details both date and time along with exact event location as documentation purposes require it so opposing sides can understand what happened during competitions or disputes among themselfs over certain issues arise later on down-the line!

The buffalo fights have stringent regulations that forbid the utilization of sharp tools or equipment. Furthermore, only robust male buffaloes are eligible for participating in the contest. Additionally, the administration prohibits any form of doping or use of substances to enhance their performance during competitions. If organizing committees want district administrations' approval, they must provide a written commitment agreeing to follow the guidelines specified.

In the same vein, procedures governing bulbuli bird fights have been implemented to prioritize the safety and welfare of these birds. The committee responsible for managing such combats is tasked with guaranteeing that events run smoothly and on schedule while also securing barricades that limit access to authorized personnel only. Ample seating arrangements are made available for spectators, followed by releasing the birds into their natural habitat after completion of proceedings.

If the organizing committees breach the SOPs, there will be severe consequences such as a five-year prohibition on both buffalo and bulbuli bird battles. The firm position taken by Assam government demonstrates its dedication to upholding traditions while giving priority to animal welfare in these long-held celebrations.
