LAKHIMPUR: The Lakhimpur district administration has initiated steps to control the stray cattle in view of reducing the number of traffic accidents that take place in high-speed zone like National Highway and State Highway due to presence of stray cattle on the road. According to the district administration, the stray cattle present on the road have caused public nuisance and threat to human life and property.

Under such circumstances, District Magistrate of Lakhimpur, Sumit Sattawan has issued an order vide No. E-4566 /MJ-31/67/2022 /DFA/ under Section 133 CrPC to the all Gram Panchayat and Urban Local Body of the district to operate cattle pound to keep the stray cattle found on the roads.

According to the order, the Gram Panchayat and Urban Local Body, through which the National Highway and State Highway pass will operate the cattle pound. The BDOs through the Gaon Panchayat Secretaries, and Executive Officers of the Urban Local Body will take the steps to establish the cattle pound in their jurisdiction. The Cattle Pound Committee will be constituted with members from Veterinary Department, jurisdictional Gaon Pradhan, VDP etc. and one member of the Urban Local Body or Gram Panchayat, selected by the Municipal Board and the Panchayat concerned, will be the chairperson of the committee. Executive Officer and Gram Panchayat Secretary will be the member-secretary of the committee. The Cattle Pound Committee will have to shoulder the responsibility for taking necessary steps to stop cattle movement on National Highway and State Highway, including fixation of charges/levy/penalty and disposal of the seized cattle as per Cattle Trespass Act, 1871; Assam Cattle Preservation Act, 2021 and other applicable laws.

Through the same order, the District Magistrate has directed the Municipal Board and Gaon Panchayat of the Lakhimpur district to comply with the order within 30 days.
