GUWAHATI/HAFLONG: The Gauhati High Court "has clearly directed the PWD (B) and the other Departments to complete the construction works of the Polytechnic College at Chotowapu, Haflong, in the Dima Hasao District of Assam within 16 months from the date of order. The Court delivered the order in the PIL (Public Interest Litigation) 4/2021 — Roton Hojai and 3 others versus State of Assam and nine others — on August 4, 2021.
The PIL was filed by five local inhabitants of the Hill District of Dima Hasao Assam represented by their advocate Bhaskar Baruah of the Gauhati High Court, seeking a direction to the different departments of the government of Assam to constitute a committee to complete the polytechnic college. The order has been delivered "since the site of the polytechnic was in a dilapidated condition for long and the construction work could not be completed till date".
Mentionably, this has been a long-time aspiration of the people of the hill region. As of now, many new polytechnic institutes have been established in the districts of Kamrup, Baksa, Lakhimpur, Golaghat, Karimganj, Tinsukia, Udalguri, Chirang, Hailakandi, Morigaon, Sonitpur, Goalpara – where the academic sessions have already commenced.
Based on the arguments made by Bhaskar Baruah, Advocate in the PIL, the High Court has asked the Government of Assam PWD (B) to complete the construction of the polytechnic institute situated at Chotowapu, Haflong in the Dima Hasao district as per the administrative approval and financial sanction given by the government for the said polytechnic in the year 2012. This polytechnic is not functional till date.
The order came on the assurance of the PWD (B) led by Chief Engineer, PWD (Building), Assam who apprised the High Court about the matter. He also assured the Court to complete the construction work within the fixed timeframe.
The other departments — including Higher Education (T) Assam and Government of Assam — represented by their department counsel also apprised the Court of their respective stands to complete the project. This was stated in a press release.
