MORIGAON: The District Committee for Prevention of Cruelty to Animals (SPCA) was formed at the DC’s conference hall on Wednesday to ensure the welfare of animals and protection from any form of cruelty.

The District Commissioner has been appointed as the chairman, Superintendent of Police as vice-chairman of the committee, while the District Animal Husbandry and Veterinary Officer has been appointed as the Member Secretary. The district-level committee consists of officers, District Transport Officers, Inspectors of Schools and District Information and Public Relations Officers and several other members. The District Commissioner said that cruelty against animals is a very sensitive issue at present. He said the committee should work together in the future to reduce such incidents in the Morigaon district. He also directed the Member Secretary of the Committee to hold monthly meetings.

The meeting was attended by Milind Dutta, a prominent animal protection activist currently residing in the United States who is working for the protection of the environment and animals. He said the police must always cooperate in preventing cruelty against street dogs and other animals. He said it is very important to register a case against the person who brought the case and the details of the case should be recorded with the District Committee for the Prevention of Cruelty to Animals. He also called for a 24-hour helpline number to prevent such incidents. He said the municipality should take measures to sterilize 70-80 per cent of both male and female dogs on the roads from time to time. He added that dogs should be released at the place from which they are taken for sterilization. He was particularly concerned about the illegal trafficking of street dogs.

The Morigaon Municipal Board has always paid attention to the protection of animals in the municipal area. He said the municipality has been quickly removing carcasses when animals are reported dying. The meeting was attended by the Member Secretary of the Committee and District Veterinary Officer, Dr Nilotpal Kakati. He also explained the significance of World Animal Welfare Day.
