DCs’ conference concludes: CM stresses decentralizing governance

TINSUKIA: The three-day 5th conference of Deputy Commissioners concluded at the Convention Centre Tinsukia on Wednesday late evening with some decisions adopted to bring a major overhaul of the administrative machinery at the district level. Once implemented, this will be the biggest administrative reform in the State’s history. Chief Minister Himanta Biswa Sarma laid stress on decentralizing governance from Dispur to districts.

Addressing the Deputy Commissioners, Sarma said, “It was important to know in which trend the economic growth in the district is heading and the earlier role of DCs during the colonial era needed transformation. Over the last 75 years, a plethora of other administrative responsibilities have been given to DCs. Now the DCs will be categorized as ‘Development Catalysts.”

He added that under the paradigm of maximum governance and minimum governance, the offices will now be made lean and effective. Emphasizing health care, education and revenue, the DCs will be supported by 3-4 ADCs each with responsibility of Revenue, Infrastructure and Social Welfare. While each circle office will correspond to one constituency, a variety of routine administrative work will now be delegated from the DC to supporting staff, the CM said.

The DCs will function as the Chief Secretary of their district and focus on the activities that can enhance the local GDP (District Domestic Product). They will henceforth prioritize on the overall development of the district across key parameters, Sarma said. The State Government will monitor the performance of each district and ensure cross-learning opportunities to maintain parity. In the coming days, DCs will play a more active role in garnering private investment and enhancing the economy of their district. He maintained that with this approach, the districts will eventually become the fulcrum of State administration and this reformation would pave the flow from the PM’s vision of harnessing potential at the district level
