Guwahati: A man was arrested in Dibrugarh district of Assam on Saturday, July 4, when a video of him dragging a dog's carcass with his vehicle went viral.

Social media was overwhelmed with anger and grief after the video of the gruesome incident was uploaded on Facebook by one Amirun Nisha. Following this, Dibrugarh Police took action against him under the Prevention of Cruelty to Animals Act.

The man identified as Tarifuddin Ahmed of Chaulkhowa area of the Dibrugarh town was seen dragging the dead body fastened to his two-wheeler along the street. In the video, he was also seen openly flouting the Covid-19 guidelines as he was carrying a pillion rider on his vehicle.

Confirming the arrest, Dibrugarh TSI Manoranjan Saikia said that the accused was guilty not just for committing an inhumane act and flouting certain prescribed guidelines, but also for attacking the onlookers with offensive words when they tried to stop him.

This shocking incident has come to the fore at a time when a debate on cruelty towards animals and especially dogs has started in the national as well as international media. Initially, the debate was over the sale of dog meat in Nagaland. Consequently, the Nagaland Government placed a ban on the sale of dog meat -- both cooked and uncooked. Slowly, the focus shifted towards other incidents -- such as the thrashing of animal rights activists by a mob in Delhi.
