DIBRUGARH: The Federation of Barua Buddhists' Welfare Association of Assam (FBBWAA) alleged that Boudh Bhikshu Ratnashree alias Rahul Baruah was not an Indian citizen. Rahul Baruah stays at Tinsukia Buddha Vihar.

"Without any valid and authentic documents to substantiate his Indian citizenship, he is staying in Tinsukia Boudh Vihar. The home address of the said Bhikshu is different from that in his passport and in his Election Photo Identity Card. The Higher Ordination Certificate obtained from the founder and secretary general, Raj Kumar Shirdhartha Education and Welfare Mission (NGO), Natun Nirmali Gaon, Lakhi Nagar No. 1, Dibrugarh is not valid as an NGO is not authorized to issue such certificate to any Boudh Bhikshu," stated FBBWAA in a press release.

Sibu Talukdar, secretary general of FBBWAA, said, "It is only the Bhishu Sangha which can issue such certificate. Moreover, the Boudh Bhikshus mentioned in the certificate do not hail from this region as we never have seen them in any of the Boudh Vihars of this area. Boudh Bhikshu Ratnashree does he have Permanent Resident Certificate and he has not been included in NRC."
