Guwahati: Massive irregularities in the District Transport Office of Kamrup Metro came to the fore on July 11 when a show-cause notice was issued by the state transport department to the DTO and assistant commissioner of transport, Gautam Das, seeking a reply.
According to the show-cause notice, 21 out of 42 employees were found to be absent during the sudden visit made by the Secretary to the Govt. of Assam, Transport Department and Commissioner of Transport, Adil Khan at the DTO office.
As per the notice, the Motor Vehicle Inspectors (MVIs) were not wearing their uniform.
The official, who made a surprise inspection, observed that people or applicants gathered at various desks to lodge their complaints about their pending works.
"Being a responsible officer you should have maintained a strict vigil over the functioning of your office or staff and their delivery of service as per laid down norms", the official stated.
"When subordinate officers or staff are found to be absent without authorization, you have not taken any steps to assure their punctuality. Visitors experience inconvenience as a result and services that must be delivered on time are delayed," he added.
"Being the designated superior you have failed to conduct routine checks on all entities operating within the premises of your office leading to unauthorized kiosks or counters," the notice stated.
The notice also goes on to accuse the office of failing to uphold the decorum of official establishments.
"You have failed to make service delivery transparent and accountable in your office resulting in a general public gathering in your office to get their work done even though the majority of services are now online or contactless," the official further added.
The transport department has asked the DTO to present its response within 10 days.
