* Stress laid on free-and-fair poll across four LACs

LAKHIMPUR: In the wake of announcement of the dates for the Assam Legislative Assembly election and code of conduct for it by the Election Commission of India (ECI) on Friday, the Lakhimpur District Administration has undertaken due preparations for conducting free and fair poll across four Legislative Assembly Constituencies (LACs) under the district. In the meantime, the code of conduct has come into effect across the district subsequently after the announcement of the election notification by the ECI.
It is notable here that the polling for the four LACs of the district, viz- No.109 Bihpuriya LAC, No. 110 Naoboicha LAC, No. 111 Lakhimpur LAC and No. 112 Dhakuakhana LAC will be conducted on March 27 along with other 43 LACs of the State. In this regard, Utpal Borah, the Deputy Commissioner-in-charge of Lakhimpur, addressed a press meet on Saturday evening which was convened at the conference hall of the Deputy Commissioner's office in the presence of ADC Manorama Morang, District Information and Public Relation Officer Mandira Chayengiya, Superintendent of Police Longnit Terang, District Election Officer Debashish Goswami. Addressing the media persons, Utpal Borah said that the district administration had already completed the initial arrangements related to polling process.
"After the announcement of the election notification, we held meetings with the political parties and they were asked to strictly adhere to the code of conduct. Any violation of the same will lead to disciplinary actions as per order of the ECI. We called upon to them to present free and fair polls for the election," Utpal Borah stated.
Notably, a total of 7,66,717 electors of the district will cast their franchise in the ensuing election across the four LACs of the district. The LAC-wise distributions of the electors of the district are — 1,50,178, (male 76,271, female 73,907) in Bihpuriya LAC, 2,21,651 (male 1,12,117, female 1,09,533) in Naoboicha LAC, 1,85818 (male 93,513, female 92,306) in Lakhimpur LAC and 2,09,070 (male 1,05,430, female 1,03,640) in Dhakuakhana LAC.
The Deputy Commissioner-in-charge further stated that the COVID-19 patients or suspected COVID-19 cases, this year, could exercise their franchise in the forthcoming election through postal ballot as per guidelines issued under COVID-19 Protocol. Moreover, the Persons with Disabilities (PwD) and the senior citizens above 80 years can also avail the same opportunity to exercise their franchise. On the other hand, thermal screening will be conducted at each and every polling station keeping the impact of the COVID-19 outbreak in view on the poll schedule. The presiding and polling officers must wear PPE kits in the polling stations. A candidate will be allowed to use only two cars while going to submit his or her nomination papers, and only two persons will be allowed to accompany him or her while filing the papers before the Returning Officer (RO). Similarly, strict guidelines have been issued to the political parties with regard to organizing election campaign meeting under the COVID-19 protocol.
