Guwahati: Uproarious scenes marked day one of the three-day Assam Assembly Session that began on Monday. The AIUDF created noisy scenes in the floor of the house after Speaker Jatin Goswami denied the demand from the AIUDF to discuss the withdrawal of the contentious farm bills.

The Winter Session began today from 9.30 AM in accordance with the Covid 19 protocols in the state. After the Question Hour and the reading of the Business Advisory Committee report were conducted, the tabling of different government bills on the Assembly floor began in the session. As per reports, the members on the Chairperson's panel under Rule 9 (1) of the Rules of Procedure and Conduct of Business were also announced in the initial hours of the Assembly.

Notably, discord arose in today's session as proceedings of the house were interrupted for few minutes. Reportedly, Congress and AIUDF MLAs staged a walk out in the middle of the session, thus briefly disrupting the tabling of bills.

Earlier today, State Finance, Health and Education Minister Himanta Biswa Sarma announced his decision to repeal the provincialisation of Madrassas. With a view to secularizing the education system in Assam, Health Minister Sarma has been saying that the state government will stop the functioning of the government-run Madrassas, and convert them into general educational systems. Therefore keeping with this idea, he tweeted his decision as follows:

As far as the business of the Assembly is concerned, several key bills are to be taken in these three days. Reportedly, 12 government bills including 'The Assam Repealing Bill, 2020' (repeal provisions of Madrassa and Sanskrit Tolls in the state), Assam Education (Provincialisation of Services of Non-Teaching Staff of Venture Educational Institutions (Amendment) Bill, 2020, The Moran Autonomous Council (Amendment) Bill, 2020, The Matak Autonomous Council (Amendment) Bill, 2020, The Kamatapur Autonomous Council (Amendment) Bill, 2020, The Bodo Kachari Welfare Autonomous Council Bill, 2020, Presentation of the list of the Supplementary Demand for Grants, Supplementary Appropriation for the year 2020-21 and The Assam Micro Finance Institutions (Regulation of Money Lending) Bill, 2020 are  all slated to be tabled in the Assembly. 

Notably, AGP MLA Pabindra Deka has formally announced that he has resigned from the MLA position and instead, joined the Assam Jatiya Parishad. All opposition parties of the state are set to discuss key issues including CAA, farm laws, and price rise in the session before the commencement of assembly elections in April-May next year.
