Section 144 CrPC promulgated to keep law & order under control in Dibrugarh

DIBRUGARH: To keep law and order in the district under control, the Additional District Magistrate , by an order issued on August 19, has promulgated prohibitory order under Sec 144 Cr.PC in the entire district, banning assembly of five or more persons, carrying of sticks, swords, machetes or any other weapons in public places, bringing out procession, holding protest rally, dharna, fasting, fast unto death in public places, public road and highway which might create problems in transportation /movement, torching of effigy, construction of swahid bedi in government or semi-government land, carrying out arms training of any form, forcible collection of money in public places/government offices/ roads, extortion from business establishments / offices and to hold gambling and lottery.

The order further prohibited bursting of cracker in public places, roads, and footpath, throwing of colour or any objectionable materials to passers-by, particularly on women and children, unnecessary gathering on footpath/ street corner, passing of defamatory comment towards women, use of loudspeakers in between 10 PM to 6 AM or playing the same near schools/hospitals and courts, making any communal or anti-national speech or comment in order to incite mass people, use of tainted glass, vacuum horns, coloured light, high beam light in four wheelers and total ban on riding of bike without helmet and pillion riding,

However, the said order in regard to pillion riding is not applicable to women riders, doctors, school children, persons aged 60 years or more, journalists and the personnel of law enforcing authority on duty.

Similarly, ban in regard to assembly of five or more people in public places is not applicable at places like cinema hall, educational institution, rail stations, bus stands, airports, religious places and marriage function. The order will remain in force for 60 days; violation of any clause of the order by any individual is punishable under section 188 of IPC.
