GAURISAGAR: With a view to facilitate the citizen in procuring the e-Stamp Certificate and to ensure paying stamp duty to the government in a transparent way, the Deputy Commissioner of Sivasagar Dr. S Lakshmanan formally inaugurated an Authorised Collection Centre of e-Stamping set up at the office of the Deputy Commissioner on September 16. Inaugurating the Centre, the Deputy Commissioner S Lakshmanan elaborated upon the benefits and features of e-Stamping. He stated that e-stamping, a secure web based system to facilitate collection of Stamp Duty, helps in tackling counterfeiting and make the payment of Stamp Duty easier and glitch free. He said that with its easy availability, citizen will now be free from worries of any artificial scarcity as often faced earlier. The Area Manager of e-Stamping (North East) under Stock Holding Corporation of India Subroto Chakrabarty elaborated upon the technical aspects involved with the facility. He also briefed upon e-Stamping mobile app launched for verification of e-Stamp certificate by citizen through manual entry or scan.

It may be noted that e-Stamping in Assam was launched in June 17, 2009 and the roll-out of e-Stamping services in 30 districts of the State started in January, 2018. Stock Holding Corporation of India was selected and mandated by the ministry of Finance, Government of India, to act as CRA for the Stamp Duty administration system to all State governments. The e-Stamp certificate is a tamper proof document and captures all the important details of the transaction, such as certificate issued date, First party name, Second Party name, property description, Article number, Consideration amount and Stamp duty amount. Each certificate bears a certificate number which is the Unique Identification Number (UIN). These transaction details are printed on the e-Stamp, and hence the certificate cannot be misused.

The Government and the general public can easily verify the authenticity of the e-Stamp certificate by using the facility of online verification. As the transaction details are captured in the e-Stamping system as well as on the e-Stamp certificate, the same can be matched and verified in the system, thus eliminating the possibility of fraudulent transactions.The meeting was also attended by district development commissioner Nawab Al Azhar Ali, district session judge SK Poddar, Additional Deputy Commissioners, namely, Joonmoni Sonowal, Bidit Das, Moon Gogoi and Dilip Terang, Treasury Officer Harendra Nath Chetia, Sivasagar Revenue Circle Officer Samprity Goswami, Assistant Commissioners, namely, Gauri Priya Deori and Manali Prasad Rajak, Secretary of Bar Association Diganta Mangal Neog along with other officers and staff of the DC’s office.
