State Primary School teachers submit memo to PM Modi

SILCHAR: Primary school teachers under the banner of Prathamik Sikhak Sammilani, a branch of Assam State Primary Teachers’ Association affiliated to All India Primary Teachers’ Federation (AIPTF) in a memorandum to the Prime Minister submitted through the Deputy Inspector of Schools on Saturday has sought his intervention in resolving their 8 point charter of demands. Their repeated representations to the State on their pressing demands have failed to evoke no response.

Among them is the plea for annulment of new contributory pension scheme and restoration of an old defined pension scheme. There is no social security for the employees.

The memo quotes the verdict of the Supreme Court to back up a revival of an old pension scheme, “Employees cant lead a happy life after retirement with a contributory pension scheme.” All the employees’ associations are up in arms against the CPS. The second demand is for regularisation of all contractual teachers working under Sarva Siksha Abhiyan including state pool teachers under the department of education. The Ministry of Human Resource Development in its meeting of Project Approval Body held on May 1, 2014, sent the advisory note to the state of Assam to do away with the dual cadre of teachers. Around 41.000 contractual teachers face the specter of social security. The memorandum strongly argues for entitled grade pay to headteachers and graduate teachers of elementary schools in compliance with the recommendations of the 7 th Pay Commission. Students of elementary schools are not properly getting the benefits of free uniforms due to delayed supply which needs to be addressed. Remove the inconsistencies of the Sixth Pay Commission and implement the recommendations of the 7 th Pay Commission from January 1, 2016, is yet another demand of the teachers. In respect of the New Education Policy 2019, and School Education Bill 2019 should be well defined to ensure the protection of the interests of teachers.

For conducting TET, professional qualifications like DEI. ED/ B.Ed. should be exempted as only a handful of teachers can get admitted due to a shortage of teachers’ education institutes. The demand is also for the provincial station of venture schools who have been working for the last 20 to 25 years without any salary. The memorandum signed by Kankan Paul president and Amit Nag secretary has fervently prayed to the Prime Minister to have kind and sympathetic consideration of their demands.
