Kokrajhar: After facing defeat at the composite floor test at the Bodoland Territorial Council (BTC) in Kokrajhar, former Chief Hagrama Mohilary said that he will contest today's verdict in Court. Claiming that the proceedings for the test were incomplete, he complained that no proceedings in the floor test recently conducted adhered to the directions issued by the Gauhati High Court. Earlier the Gauhati High Court had issued its guidelines for conducting a composite floor test in the BTC after Mohilary had submitted a writ petition himself.
Mentioning that the party took offense to the proposal of appointing a Speaker, he said, "The Pro-Tem Speaker must first prove the majority before a Speaker and majority Speaker can be selected by the party that can form the majority." He also demanded a 'ballot vote' but turned it down later.
Challenging the floor test, Mohilary said, "The floor tests did not happen as per the dictum of the Gauhati High Court. The Pro-Tem Speaker made a mistake at the very outset. The oath-taking should have been done in an alphabetic manner. However, Promod Boro (the CEM) and Gobinda Basumatary (the deputy CEM) were made to take their oaths first," Mohilary stated at the end of the said proceedings. "Then we came to know that the oath-taking was CEM-Deputy CEM. Therefore we had no choice but to raise a hue-and -cry in front of the Speaker," he added.
On taking further "actions" upon the matter, he also said,"We will challenge this in the Court. There was no floor test. We did not see anything or hear anything. The procedure was incomplete and the agenda remains unfinished."
Responding to this, Biswajit Daimary, a former BPF leader who now has shifted to the ruling BJP party declared that oath-taking on the basis of position is not "unheard of" and happens all the time. Seeing that Mohilary and his associates had already brought placards with them, he stated that the entire scene could be pre-planned.
