Officers of DIG Rank Shifted to Manipur from Nagaland and Assam to Supervise CRPF Personnel

IMPHAL: Two more DIG-rank officers have recently been shifted from Kohima in Nagaland and Silchar in Assam to Manipur for “effective control and proper supervision” of around 5,000 Central Reserve Police Force (CRPF) personnel deployed in Manipur, where violence still continues two months since ethnic clashes first started in May.

The operations jurisdiction of ranges of the two officers have been redefined or modified to enable their transfer to Manipur.

The decision to thus redefine their jurisdiction and attach the two senior officers was taken by DG, CRPF, Sujoy Lal Thaosen after he discussed the current situation in Manipur with the Ministry of Home Affairs.

An official opined that it is an unprecedented situation that is prevailing in Manipur at this time and before now only six companies were deployed in the northeastern state. The number has now been increased to 57 and they are likley to stay there at least for six months, so it was felt that should be proper supervision of them, he added.

IG (Operations) Anshuman Yadav issued an order on July 18, which stated the present security scenario in Manipur and increased level of CRPF deployment has made it necessary for supervision of senior officers of DIGs across strategic places of the state. In order for the transferred officers to have better control and supervision over the existing and additional companies deployed in Manipur, DIG (Ops) Kohima and DIG (Range) Silchar have been temporarily shifted to Manipur with immediate effect with establishment of tactical headquarters, the order said.

The Imphal Ops Range, at present, has the jurisdiction over the districts of Imphal West, Imphal East, Tengnoupal, Thoubal, Kakching, Churachandpur, Chandel and Bishnupur. But the ongoing scenario has led to have its being redefined or modified to include two more ops jurisdictions of Ops Range Kangpokpi and Ops Range Jiribam.

“There are four jurisdiction/districts, Kangpokpi, Senapati, Ukhrul and Kamjong under the Ops Range Kangpokpi and four jurisdiction/districts, Jiribam, Pherzawal, Noney and Tamenglong, under the Ops Range Jiribam. DIG (Kohima) will take additional charge of Range Kangpokpi by establishing a tactical headquarters at Kangpokpi and another new DIG will take tactical headquarters at Jiribam,” the order states.

Yadav went on to say that the operations jurisdiction of ranges in Manipur had to have been redefined to include the new districts. As per the new arrangement, the operations jurisdiction of all the battalion headquarters and companies that exist along with the additional ones shall remain with the DIGs concerned under whose jurisdiction they are deployed.

All the resources like staff and vehicles needed for the effective functioning of these tactical headquarters are to be shared from their original headquarters, he added.

To deal with the situation in Manipur, the MHA has deployed 124 companies, which includes 57 companies of CRPF troops, 10 of Rapid Action Force (RAF), 48 of the BSF, 4 companies of Indo-Tibetan Border Police (ITBP) and 5 belonging to Sashastra Seema Bal (SSB).
