SHILLONG: The Khasi Hills Autonomous District Council (KHADC) on Tuesday decided to unanimously oppose certain proposed amendments to the Sixth Schedule.
Informing media persons after the meeting of all the Members of District Council (MDC) of the KHADC, Chief Executive Member (CEM), Titosstarwell Chyne said that the members decided to oppose the proposal to increase the number of seats, to give representation to unrepresented tribes and proposed inclusion of certain elements of Panchayati Raj institutions in the Sixth Schedule.
Chyne, informed that the reason for opposing the proposal to increase the number of seats was due to the fact that it would affect the "geographical conditions" of the constituencies as well as affect the autonomous district councils financially. "As you already know the revenue of the district councils is very less and increasing the number of seats will financially affect them," the KHADC chief said.
According to the CEM, the MDCs decided that the number of seats be increased from the current 30 to 37 in the KHADC. Of these 35 will be elected and two will be nominated out of which one will be a woman. On the proposal for giving representation to unrepresented tribes as proposed by the Parliamentary Standing Committee, Chyne said, "If we have to accept this proposal then all the unrepresented tribes would want to be nominated. But there are limited seats. Whom shall we nominate?"
On the proposal to include certain elements of Panchayati Raj institutions in the Sixth Schedule, the CEM said that the members of the KHADC opposed the Village Council and recognize the Dorbar Shnongs.
