SHILLONG: A top militant of the proscribed Hynniewtrep National Liberation Council (HNLC) on Wednesday surrendered before the State police.

Wankupar Marwein alias Bahhep Traisiej, who surrendered, was the finance secretary of the proscribed Khasi outfit. Marwein is a key member of the outfit.

Police said that his surrender came as a major blow particularly to the finance wing which is experiencing a major crisis at present.

"The HNLC organisation is desperately trying to revive its strength and power in the State where several attempts were made to lure vulnerable sections of youth in the State to join its fold," Assistant Inspector General of Police GK Iangrai said.

Iangrai also said that the HNLC is confined to issuing random press releases and it's attempt to strengthen the organisation, raising funds through extortions, attempt fresh recruitment of cadres through social media and sensationalising their presence and strength by using IEDs.

"This could be thwarted effectively by State police," the Assistant Inspector General of Police said.

Police said that Marwein was arrested in 1999 and after being released on bail he rejoined the HNLC in 2000 and left for Bangladesh where be was imparted arms training in Chittagong Hill Tract, Bangladesh by senior cadres of HNLC of the outfit.

Later, he was assigned for the post of finance secretary under political wing of the outfit. "It was in the recent months that he decided to surrender and join the mainstream," Iangrai said.
