AIZAWL: Governor's rule has been imposed in Mizoram's Chakma Autonomous District Council (CADC) on Friday. Mizoram Governor Dr. Hari Babu Kambhampati assumed all the powers and function of the council on Friday. The Governor appointed Lawngtlai district Deputy Commissioner as the caretaker on his behalf through a notification issued by the secretary for District Council and Minority Affairs Department as the council falls under Lawngtlai District.

"Governor is of the firm opinion that this constant change of administration due to political manoeuvring is extremely damaging for the welfare of the CADC and its people and is certainly not what is intended by the Sixth Schedule of the Constitution of India, which envisions the effective administration of the tribal areas," read the notification.

The notification further stated that the CADC's lack of recruitment regulations, which has led to numerous irregular actions, is a breach of Paragraph 2(6)(h) of the Sixth Schedule, which specifies that there should be regulations for the appointment of district council workers.

This follows after the resignation of the chief executive member (CEM), Buddha Lial Chakma, which was accepted by the governor on November 17.

Chakma Autonomous District Council is one of the three autonomous district councils of Mizoram.

Instability in the CADC government aroused a few months after the last council polls that were held in April 2018 witnessed a fractured mandate resulting in the formation of a coalition government by the BJP, which won 5 seats and its strong opposition Congress had bagged 7 seats. At least 5 governments have been dismantled in the CADC since Shanti Jiban Chakma of the BJP was sworn in as the first CEM in May 2018.

Due to the ongoing political unrest, the Governor has proposed dissolving the current council and putting it under his control. After B.L. Chakma's departure, former CEM Rasik Mohan Chakma staked his claim to be the sixth CEM.
