CLAUSE-VI PANEL REPORT

GUWAHATI: The AASU (All Assam Students’ Union) has said that the governments at Dispur and New Delhi should clarify the present status of the report of the High-Level Committee on Clause-VI of the Assam Accord. It added that the people of the State have every right to know the present status of this report.
Talking to The Sentinel on Monday, AASU general secretary Lurinjyoti Gogoi said, “The High Level Committee was formed by the Ministry of Home Affairs (MHA) on July 15, 2019, for the implementation of Clause-VI of the historic Assam Accord. Going by the rules, the MHA should have received the report of the High Level Committee. The Committee sent as many as three letters to the MHA. However, the Ministry failed to make time to receive the report. On February 25, 2020 the State Chief Minister had to receive the report on behalf of the MHA.”
On the fate of the report, the AASU leader said, “Union Home Minister Amit Shah had said earlier that the report of the High Level Committee on Clause-VI of the Assam Accord would be implemented. He had even informed the Parliament of the government’s willingness to implement the report of the High Level Committee. The State’s Chief Minister and also the State’s Finance Minister went on record saying at various meetings that the report of the High Level Committee would be implemented. But what’s the present status of the report? The people of Assam are in the dark as to whether the Chief Minister has sent the report to the MHA, and if he has, what the MHA has done on the report.”
The AASU leader pointed out, “The people of Assam have every right to know the present status of the report of the High Level Committee on Clause 6 of the Assam Accord. This Accord is the outcome of the sacrifices of over 855 martyrs. Both Dispur and New Delhi need to clarify before the people of the State the present status of the report on Clause-VI of the Assam Accord, and implement it in a time-bound manner.”
The AASU leader further said that the agility in implementing the Assam Accord had always been lacking on the part of the governments at Dispur and New Delhi, and the present State and Central governments are no exception.
The 14-member High Level Committee led by Justice (retired) Diplab Kumar Sharma had three members from the AASU. The committee completed and signed the report on February 10, 2020.
