GUWAHATI: A division bench of the Gauhati High Court has summoned the ADGP, CID, Assam with a response as to why proceedings under the ‘Contempt of Court Act, 1971’ be not initiated against him. The High Court bench had to summon the police officer for not complying with an ‘extracted order’ issued by it in a PIL filed against the alleged multi-crore-rupee scam in the disbursement of compensation in connection with construction of the Jhanji-Demow stretch of the four-lane National Highway in Sivasagar district.

The bench further said that ‘in case compliance of the above extracted order is not made by the date of listing’, the High Court will impose exemplary cost to be deducted from the salary of the ADGP for delaying the process of the Court. The next date of hearing of the PIL is February 4, 2020.

“It has been pleaded that the transfer of the cases for investigation from the Sivasagar Police Station to the CID, Assam is merely an eyewash in so much as the investigation is pending since 2017,” the order said. The bench asked the ADGP, CID on December 11, 2019 to file a response as regards the progress in the investigation of cases – 398/207 under Sections 406/420 IPC; 331/2017 under Sections 420/468 IPC and 475/2017 under Sections 409/420/34 IPC, all in Sivasagar police station. However, the ADGP did not comply with the order.
