NEW DELHI: The New Motor Vehicle Amendment Act, 2019 has been implemented in many States from September 1, 2019. However, in Assam the Act continues to remain a nonstarter as the State government has not issued any notification for its implementation as yet.
According to the Central Act, a notification from the State government is a must to empower the traffic police personnel and transport officials to impose fines against violation of traffic rules on the spot. However, in the absence of any such notification from Dispur, the traffic police personnel and transport officials in the State have to continue with the old Motor Vehicle Act. However, what surprises many in the State is – if other States can implement the New Act from September 1, 2019 when it officially came into effect, why cannot Assam do that?
Talking to The Sentinel, a DTO (District Transport Officer) said, “We’re waiting for the notification. If the notification is not issued, we aren’t empowered to impose fines at the new rates for violation of traffic rules.”
A traffic police official, on the other hand, said, “The issuance of the notification is up to the government. However, we’re bringing awareness on the new traffic rules and rates among vehicle users so as to make it a habit among them. We hope, after the implementation of the New Act, traffic violations in the State will come well under control. We may face opposition initially. We’re ready to face that.”
