GUWAHATI: The state government has decided to implement the decision to reserve 3 percent of all government jobs for the Tea tribes and Adivasi community within the 27 percent quota reserved for OBC and MOBC communities in the state.

The Assam government notified the Tea Tribes and Adivasi communities of Assam for inclusion in the Other Backward Classes (OBC) and Most Other Backward Classes (MOBC) categories prior to the announcement that they would be provided jobs in all posts of the state government and Public Sector Undertakings that are reserved for the MOBC category.

The order for the reservation of 3 percent of government jobs for the Tea Tribes and Adivasi community was issued by the state Department of Personnel (B), following a recent cabinet decision on the subject. This has been done to ensure adequate representation of these communities in state government jobs, according to the order.

Certain conditions have been imposed regarding the 3 percent reservation. This pertains to the quantum of reservation for the communities, according to which there will be 3 percent reservation for the communities in all classes of jobs (Grade I, II, III, and IV) in state government jobs, while the remaining 24 percent will be reserved for other OBC/MOBC communities.

However, certain jobs have been kept outside the purview of the reservation, especially ‘Scientific or technical posts’ that satisfy some particular conditions: a. the post should be in the grades above the lowest grade in Class 1 of the service concerned; b. they should be classified as ‘Scientific or Technical posts’ for which qualifications in the Natural Sciences, Exact Sciences, Applied Sciences, or Technology are prescribed by the Administrative Department and incumbents of which have to use that knowledge in the discharge of their duties.

It is also mentioned that every government establishment has to maintain a post-based reservation roster for determining or effecting reservations for tea tribes and Adivasi communities for direct recruitment. The particular roster points have also been provided.

Moreover, it is stipulated that if candidates from the Tea tribes and Adivasi communities are not available for certain reserved vacant posts, the vacancies would not be carried forward to the next year, but candidates from other OBC and MOBC communities would be appointed to these posts.
