GUWAHATI: Following a directive from Chief Minister Himanta Biswa Sarma, the Personnel Department will instruct the departments concerned to draw departmental proceedings against the 34 ACS and allied cadre officers who got jobs clearing CCE-2013. The Personnel Department will also pinpoint the charges against each of the 34 officers mentioned in the inquiry report of Justice (retd) Biplab Kumar Sharma and give them to the departments concerned.

According to sources in the Personnel Department, it received the directive (official note) from the Chief Minister with the names of the 34 ACS and allied cadre officers on Thursday. The Personnel Department is ascertaining the departments to which these 34 officers belong. The Personnel Department will draw up departmental proceedings against the ACS officers only. In the cases of the allied cadre officers, the departments concerned with the officers will draw up departmental proceedings. For instance, if an allied cadre officer is from APS (Assam Police Service), it is the Home Department that will draw the departmental proceeding against him.

According to sources in the Personnel Department, no officer gets promoted during the period of departmental proceedings against him or her.

Now, the departments concerned will appoint 34 inquiry officers—an inquiry officer and an indicted officer. An inquiry officer will initiate the inquiry against an indicted officer in accordance with the charges against him or her as mentioned by the inquiry commission. The first step of the departmental proceeding is to issue show-cause notices to the 34 officers by their respective departments.
