2,479 rhino horns to be burnt publicly
Physical classes of Class-X students from Sept 20

GUWAHATI: Reopening of classes for Class X students, publicly disposing rhino horns kept in treasuries, the government paying the crop insurance premia of farmers, the state holiday for Karam puja, no licences for rickshaws and thelas etc., are among the decisions taken by the State Cabinet on Thursday.
The Cabinet with Chief Minister Himanta Biswa Sarma in the chair decided to –
Reopen the classes for Class X students from September 20. Students of high schools, high madrassas, residential schools, day boarding schools, both government and private, will resume their physical classes. The authorities of such schools will ensure that all employees and workers get fully vaccinated.
To benefit the low-income group, The Guwahati Municipal Corporation (Licensing of rickshaw and rickshaw pullers) Bye-Laws, 1976 will get repealed to the effect that there is no licence in respect of rickshaws, thelas, hand-pulled carts etc. The GMC will explore Aadhaar-based online registration in place of physical registration.
To put an end to the myths about rhino horns and the resultant poaching, the Cabinet decided to publicly flame 2479 of the 2623 rhino horns kept in various treasuries in the state. The authorities will preserve 94 rhino horns as heritage pieces for academic purposes 50 pieces for court cases. September 22 is the World Rhino Day. The horns may get burnt on that day.
The Cabinet decided that the government pay the crop insurance premium of farmers. The Cabinet today sanctioned Rs 379 crore for that purpose. This decision will benefit lakhs of farmers in the state.
The Cabinet decided to declare the Karam Puja of Tea Tribe as a state holiday. This puja falls on September 17 every year. The decision will get effective from this Friday.
The Cabinet approved a post, Chief Engineer, PWD (Health and Education) to expedite all health and educational infrastructure projects.
To take up infrastructure-related projects, the Cabinet sanctioned Rs 250 crore for the Assam Infrastructure Funding Agency (AIFA).
The Cabinet relaxed the qualifying service in promoting agriculture officers for strengthening and effective functioning of the Agriculture Department.
