GUWAHATI: The Cabinet today took a slew of decisions about land measurement, issuance of caste certificates, conservation of nature, higher education in tea gardens, infrastructure development etc.

Talking to the media after the Cabinet meeting today, Health Minister Keshab Mahanta said, "The Cabinet decided to appoint 705 high school teachers in tea garden areas of the state. High school classes will start in tea garden areas in the state for the first time. The government has already constructed 97 high schools in tea garden areas. Admission to these high schools will start after the Bihu.

"The Cabinet has simplified the issuance of caste certificates (SC, ST, OBC, MOBC etc.). Students whose parents have caste certificates will not face any queries for their caste certificates. If the parents don't have caste certificates, the authorities will have to issue caste certificates to the students within 45 days after verifying relevant documents. The deputy commissioners cannot insist on NRC documents for issuing caste certificates.

"District administrations will go to schools and collect details of the students of class XI and X and issue their respective caste certificates.

"The Cabinet approved to raise Rs 170 crore as loan assistance from NABARD for the construction of 12 embankment-cum-roads and three rural bridges in Goladgat, Barpeta, Darrang, Dhemaji, Goalpara, Lakhimpur, Sonitpur, West Karbi Anglong, Charaideo and Baksa districts.

"The Cabinet approved the substitution of 1.5 Katha of residential plot in notified civic areas for measurement with sq feet (1.5 Katha = 4,320 sq ft). It will bring parity in land measurement in Brahmaputra and Barak valleys by rationalizing the dimension of land for meeting eligibility criteria of economically weaker section (EWS) on the direct recruitment to civil posts/services and admission to educational institutes.

The Cabinet also decided to set up 13 new Adarsha Vidyalayas.

The Cabinet approved the Indo-French Park MoU between the Forest Department and the French organization Agence Francaise de Development. The MoU will boost two-way knowledge and experience sharing focused on protected areas. It will enhance cooperation between the Forest Department and international stakeholders of Africa, Asia and France regarding biodiversity conservation in the Indo-Pacific.

The Cabinet amended a few APSC (Assam Public Service Commission) rules for the appointment of its chairman and members.
