GUWAHATI: Chief Minister Himanta Biswa Sarma has opined that the implementation of all Central and state government schemes in Assam must be reviewed by third parties to ascertain whether the intended benefits have actually reached the end point.

Speaking on the occasion after receiving a report on Saturday on the impact of floods on livelihood in rural areas of the state, which has been prepared under the aegis of the State Innovation and Transformation Aayog (SITA), the Chief Minister said that around 40 schemes of the Prime Minister are being implemented in Assam along with several schemes of the state government. He pointed out that third-party review is necessary to identity whether any Central guideline is hampering implementation of the schemes, whether there is any negligence by the bureaucracy, or whether there is any anomaly in project implementation at the ground level.

Sarma said that whenever flood occurs, all sections become active, be it the government, various officials, the media and others. However, he said, no one is concerned about the day-to-day hardships faced by the affected people once they return home after the floodwater recedes.

Referring to the report on the impact of floods on rural livelihood, Sarma said that the government will attach due importance to the post-flood aspects. Sarma said that he has asked the SITA to conduct two-three brainstorming sessions in this regard with the Agriculture, Irrigation and Water Resources departments.

"I say this from experience, as several such reports had earlier gathered dust in various departments. I do not want this particular report to meet the same fate," Sarma said.
