GUWAHATI: State Education Minister Dr Ranoj Pegu today launched three online applications to make the school administration system more efficient, effective, and transparent. While launching the applications at the State Mission Office of Samagra Shiksha, Assam (SSA) in Guwahati, the Education Minister made it clear that teachers who were neglecting their duties should toe their line soon or face the consequences.
"Most teachers in government schools are carrying out their responsibilities sincerely. Only a few teachers are there who are still not taking their job seriously. The department is giving them a last chance to correct their behaviour. If they still do not show any sincerity while discharging their duties, the government will be compelled to take strict action against them. They may even be terminated from service," said the Education Minister.
The three online applications which were launched are on Teacher Performance Appraisal, Basic Infrastructure Survey and School Inspection. The launch was done in presence of the Secretary, Department of School Education, Secretary, Secondary Education Department, Government of Assam, and Mission Director, Samagra Shiksha, Assam. The online applications have been developed by Samagra Shiksha, Assam to effectively collect, monitor, correlate and analyze data which will lead to better planning and implementation of various infrastructure-related schemes and school monitoring.
The web application for 'Appraisal of Teacher's Performance' has been developed for collecting the performance of TET Contractual and State Pool teachers through online mode to overcome the manual system. Teachers will have to register in the portal and accordingly submit their self-appraisal report through the online web application. Self-appraisal report submitted by TET Contractual/State Pool teachers will be assessed by the Head Teacher (HT), Block Approval Authority (BAA) concerned and District Approval Authority (DAA). At each level, assessment will carry 50 marks and accordingly the final assessment will be an average mark out of 150. In case of TET Contractual/State Pool teacher holding the charge of HT or in case of single teacher, the assessment will carry 50 marks at each block and district level and such teachers will get an average mark out of 100. The final approval will be given by the State Approval Authority.
Teachers who fail to submit their self-appraisal report or whose performance is not up to the mark will face necessary action. There are 35,318 contractual teachers in the State – 26,064 teachers under SSA and 9,254 under State Pool.
The online application for 'Basic Infrastructure Survey' of schools will enable the HM/HT & CRCC (Cluster Resource Centre Co-ordinator) to capture data/information on basic infrastructure facilities of the schools, functionality of various digital and quality initiatives of the schools on real-time basis, which enable the end user to effectively collect, monitor, correlate and analyze data for better planning of infrastructure schemes and their implementation.
"For successful implementation of any educational programme, effective monitoring, coupled with an efficient information system is essential. As there is a correlation between school assessment and school improvement, with an aim for creating schools as the centre of excellence, the State Education Department had started the School Inspection System many years ago with the manual process. Now, digitization of the system will provide more analytics, real time captured data/information on infrastructure, attendance, teaching learning methodology, fund utilization status," said the minister.
The Inspecting Officer (CRCC/BEEO/DEEO/DE/IS/ADC/DS/JS/Secretary/Ministers etc.) will register in the system and enter the various data/information in the online application on the day of inspection. The information submitted by the Inspecting Officer will be evaluated at district level and State level and necessary measures will be taken accordingly.
