GUWAHATI: The State Government decided to entrust the PWD to the construction works of some departments. At the initial stage, the government has given the construction works of three departments – Health, Education and GAD (General Administration Department) – to the PWD. The construction works of other departments will also come under the PWD in phases.

Under the existing system, the departments concerned have to do everything – right from preparing proposals to getting approval for funds and submitting the UCs (utilization certificates) to the Finance Department. The departments concerned will now submit project proposals to the PWD that will do the rest.

According to sources, the CPWD (Central Public Work Department) does all construction works, including planning, designing and construction, of all ministries. The State government is now toeing that line.

A source said, "The Education Department has to impart education, besides other academic activities. Essentially, the construction of buildings is not their cup of tea. And the department does not have expertise in that line. The situation is no different for other departments as well."

The source further said, "After getting a proposal from a department, the PWD will move the Finance Department for funds, administrative approval etc. After completing the work, the PWD will submit the UC to the Finance Department. The purpose of the move is to enable the departments fully concentrate on their prime duty – academic activities for the Education Department, healthcare for the Health Department etc."
