GUWAHATI: The inquiry of the Justice (retd.) Biplab Kumar Sharma Commission into the CCE (Combined Competitive Examination) 2014 conducted by the APSC (Assam Public Service Commission) has slowed down as the secretary of the judicial commission has not been in the post for the past two months.

The inquiry commission cannot even send the collected handwriting samples of an APS officer to the forensic laboratory due to the non-availability of the key official.

ACS officer Sharmistha Borah, Deputy Secretary of the Home and Political Department, was the secretary of the judicial commission. The secretary has to make all communications on behalf of any judicial commission. However, the State Government placed Sharmistha Borah under suspension on March 18, 2023, in connection with irregularities in the execution of works under the MPLAD fund of Rajya Sabha MP Ajit Kumar Bhuyan in the financial years 2021–22 and 2022–23. Since then, the judicial commission has had no secretary, and all its communications have come to a grinding halt.

During the investigation, the judicial commission had doubts over the handwriting in the answer scripts of some candidates. The Commission called an APS officer recently and collected his handwriting samples. However, it cannot send the collected handwriting samples to the forensic science laboratory, nor can it call other officers to collect their handwriting samples due to the absence of the secretary.

In the meantime, the term of the judicial commission expired recently. The judicial commission has written a letter to the government to extend its term until August 31, 2023. The judicial commission expressed its hope that it can submit the inquiry report by August 31, 2023.

The State Government entrusted the judicial commission to inquire into the anomalies and misconduct in holding CCE-2014.
